What would be the TL (in GURPS terms) of the DCAU, particularly, Batman:
TAS? The show has a 1930s film noir feel to it, particularly the
architecture and firearms, including police blimps (which have never existed
IRL but were included because they suited this particular style), but also
includes the internet, virtual reality, mobile phones, cryogenics and
self-aware robots, as well as numerous other super-science tech.

Sounds like TL 9 to me. Though any comic universe is going to rather
'porous' when it comes to technology. Basically it's just a plot point.
