I have in mind a species which has claws which are primarily there to
help them hold on to small cracks in rock, letting them climb more
easily. Suggested game mechanics?

This might work (although it isn't the only way to do it):

Clinging, must have hands free and not wearing gloves, only
to natural rock faces or similarly-textured surfaces, not
to ceilings, Climbing roll at +__ required.

I'd say these modifiers easily add up to 4ed's maximum -80% of
limitations, if not more, so this would cost 4 points. Fill in the
blank with whatever number you think is reasonable; I'd go with +2,
myself.

I'd make it a racial talent. I'm sure with a little work you
could come up with two or three more skills that are appropriate.

Clinging, limited to certain surfaces plus claws.

Else, a racial bonus to Climbing Skill (your choice, a +4 seems IMO to
be good for cats and likes) plus Claws advantage.
