The Minor Healing spell (Magic p. 91) says:
"This spell is risky if used more than once per day by the same caster
on the same subject. (...)"

If you use a Spell Stone with Minor Healing on it, do you count as the
caster so that the next Spell Stone of Minor Healing you use that day
will be at -3 to function? Or is it the creator of the Spell Stone
that counts as the caster so that you will want to stock up on Spell
Stones of Minor Healing from different enchanters in order to
circumvent the "by the same caster" clause?

Magic items in GURPS allow you to cast the spell so you are the
caster.

Spell stones count the user of the item as the caster, the creator of the spell stone can impose limits to the user's options. And some limits must be imposed for the item to be created, mostly an FP cap for unlimited cost scaling spells.
